시설관리공단 대수술 위해 '특별위원회' 구성
강동구 의원 대표발의, 9인 구성 / 시 감사실 감사 및 의회 특위 활동으로 공단 개혁 '양수겸장'
부천시의회가 '부천시시설관리공단에 대한 행정사무조사 및 특별위원회 구성 결의안'을 통과시켰다. '현재 경찰 수사 중인 사안에 대해 특위를 구성하는 게 옳으냐'는 지적도 있었으나 결의안은 만장일치로 통과됐다.
강동구 의원이 대표발의한 특위 구성 결의안은 지난달 25일 새벽 자택에서 목을 매 숨진 공단 여직원의 자살사건을 기점으로 공단의 부당인사 등이 전국적인 공분을 사면서 출발했다.
이미 1999년 설립된 공단의 고위직 인사는 퇴직공무원의 자리보전, 정실인사 등으로 얼룩졌다는 비판을 받았으며, 하위직 인사 또한 낙하산 인사가 적지않아 이번 사건을 계기로 공단 조직의 대수술이 필요하다는 목소리가 높다.
이런 가운데 부천시는 이미 감사관실을 통해 여직원 자살사건에 대한 집중적인 감사가 시작돼 의회 특위 활동이 사작될 경우 공단 개혁에 박차가 가해질 것으로 보인다.

윤병국 의원도 5분 자유발언을 통해 "공단의 이해할 수 없는 행정으로 부천은 마치 부정과 비리의 복마전 같은 인상을 전국에 심어주는 등 부천시 이미지를 추락시키고 있다"고 지적했다.
그는 "공단의 정실인사나 직원간의 불화, 사조직문제 등이 외부로 알려진 것은 이미 오랜 일"이라며 "그러나 아직까지도 발본색원되지 않고 있다는 게 큰 유감"이라고 덧붙였다.
한편, 부천시는 어제(7일) 날짜로 김영국 재정경제국장을 부천시시설관리공단 이사장 직무대행으로 인사를 단행했다.
김 국장이 당분간 이사장 직무대행을 맡으면서 경찰 수사는 물론 감사관실 감사 과정, 부천시의회 특별위원회 활동까지 유기적인 협조와 협의체제를 이뤄나가야 할 것으로 보인다.
